Do You Need a Permit for a Kitchen or Bathroom Remodel in Suwanee, GA?

One of the first questions we get from homeowners planning a kitchen or bathroom remodel in Suwanee is whether the project needs a permit β€” and the honest answer is “it depends on which side of the city line you’re on.” Suwanee is split between the official City of Suwanee and unincorporated Gwinnett County, and the two governments handle permitting a little differently. Here’s what each one actually requires, based on the current rules published by the City of Suwanee and Gwinnett County.

1. FIGURE OUT WHICH JURISDICTION YOUR HOME IS IN

Not every home with a Suwanee address is inside the city limits β€” many nearby neighborhoods are technically unincorporated Gwinnett County. This matters because your permit is issued by whichever government has jurisdiction over your property, not by your ZIP code or mailing address. If you’re not sure, the City of Suwanee’s Planning Services department (770-945-8996) or Gwinnett County’s Planning and Development department can confirm which one covers your address before you apply for anything.

2. WHAT REQUIRES A PERMIT INSIDE THE CITY OF SUWANEE

The City of Suwanee requires a building permit for any work that constructs, enlarges, alters, or repairs a structure, plus any changes to electrical, plumbing, HVAC, or other mechanical systems. For a kitchen or bathroom remodel, that typically includes:

  • Moving or removing walls β€” common in kitchen layout changes that open up a floor plan.
  • New or relocated plumbing and electrical β€” moving a sink, adding a circuit for a new range, or rerouting a shower drain.
  • Water heater replacement and electric service replacement.
  • Basement, attic, or garage finishes, if your project extends into one of these spaces.
  • Re-roofs, decks over 30 inches in height, and accessory buildings larger than 200 square feet (less common on a kitchen or bath project, but worth knowing).

3. WHAT REQUIRES A PERMIT IN UNINCORPORATED GWINNETT COUNTY

If your home falls under unincorporated Gwinnett County rather than the city, permitting runs through the county’s Planning and Development department instead. Gwinnett’s building permits cover house additions plus mechanical, electrical, and plumbing trade permits, so the same core kitchen and bathroom work applies:

  • Any change to mechanical, electrical, or plumbing systems beyond a simple like-for-like swap.
  • Structural work, including additions or altering load-bearing elements.
  • Permits are issued to the contractor of record, and inspections are scheduled through the county’s online ZIP Portal once a permit case number is assigned.

4. WHAT DOESN’T NEED A PERMIT (EITHER JURISDICTION)

Good news β€” most of the finish-level work that actually makes a remodel look and feel new doesn’t require a permit in either jurisdiction:

  • Cabinetry β€” replacing or refacing cabinets, including full custom builds.
  • Painting and other cosmetic finish work.
  • New flooring, tile, or vinyl siding, as long as it doesn’t touch structural or mechanical systems.
  • Swapping a light fixture, fan, or switch that doesn’t alter the existing electrical circuit.

The line between “cosmetic” and “permit-required” usually comes down to whether the plumbing, electrical, or structure of the room changes β€” exactly the kind of judgment call your contractor should flag before work starts, not after an inspector does.

5. HOW TO APPLY

Both jurisdictions allow a homeowner to pull their own permit when acting as their own contractor, though most Suwanee homeowners let their remodeling contractor handle this as part of the project:

    • City of Suwanee: Apply through the city’s online permit application portal, or call Planning Services at 770-945-8996 with questions before you apply. A homeowner acting as their own contractor signs a Homeowner Affidavit.
    • Gwinnett County: Apply through the county’s ZIP Portal, or email questions about single-family permitting to P&D-BuildingPermits@GwinnettCounty.com. A homeowner acting as their own contractor signs a Property Owner as Contractor Affidavit.

6. WHY THIS ACTUALLY MATTERS

Skipping a required permit doesn’t just risk a stop-work order mid-project β€” unpermitted electrical or plumbing work can complicate a home sale, cause problems with an insurance claim, and in some cases has to be opened back up and re-inspected before it’s covered. On a kitchen or bathroom remodel, where new circuits and moved plumbing are common, it’s worth confirming permit status before demo day, not after.
